Upgrade to the latest firmware. I had the same problem before, but when I upgraded, the connection process went smoothly.

Try the new PSP Go, it has better connection and has good hardware preview from major gaming publications.
References :
http://www-pspgo.com/psp-go.php?seed=psp-go

It's because your internet is to slow or the PSP can't acquire a connection to the internet this is most probably a firewall or indirect connection problem. Try making a new connection again and retyping the information.
References :
http://www.p-s-p.tk
